| Abstract | By using content analysis methodology, firstly, in order to build up the evaluation indicators of the research, domestic and foregin documents related to electric government was explored for reference, and inquired experts¡¦ opinions. The purpose was to survey the operation of the five hundred and twenty first-level agency websites which belong to Taiwan¡¦s twenty-five local governments¡]electrical information, inter-communication, web-security and web accessibility service¡^. According to evaluation indicators, the data was analyzed by the quantitative analysis, the statistical analysis of times and percentage. Furthermore, the relationship between the operation of the first-level agency websites which belong to Taiwan¡¦s local governments and different background factors of those county residents were analyzed with mean, t-test, one-way ANOVA. The main conclusions of this study are as follows: 1. The electrical government development of first-level agency websites which belong to Taiwan¡¦s twenty-five local governments are still in the level of one-way information dissemination. 2. The establishment ratings of e-government development among the first-level agency websites which belong to Taiwan¡¦s twenty-five local governments, the Taipei city government¡¦s first-level agency websites are the best. The establishment ratings of first-level agency websites which belong to Lienjiang county government in the e-government development is the worst. 3. The first-level agency websites of Taiwan¡¦s twenty-five local governments keep well establishment ratings for electrical information. The establishment ratings of administrative information, policy regulations and policy document are the best. The establishment ratings of tender information, pre-final accounts and institution¡¦s welcoming speech are the worst. 4. The first-level agency websites of Taiwan¡¦s twenty-five local governments for establishment ratings of inter- communication still need to be strengthen. The establishment ratings of site maps, e-mail, and referring links are the best. The establishment ratings of freeware download, online suvey/voting and calendar are the worst. 5. The first-level agency websites of Taiwan¡¦s twenty-five local governments for establishment ratings of web-security must be speedily improved. The web-security policies is the best. The copyright is the worst. 6. The first-level agency websites of Taiwan¡¦s twenty-five local governments for web accessibility service close to the conformance level ¡§A+¡¨. The number of website reached the conformance level¡§A+¡¨ are the most. The number of website reached the conformance level¡§AAA¡¨ are the least. 7. The first-level agency websites which belong to the first-level administrative and local governments¡¦ residents with higher ratio of higher education, higher disposable income per household have better establishment ratings in the surface of electrical information and inter-communication. 8. The first-level agency websites which belong to the first-level administrative and local governments¡¦ residents with higher disposable income per household have higher establishment ratings in the surface of web-security. In the end, the author would present some suggestions according to the findings and conclusions of the research for county residents, government agencies and future researchers to make reference to. | |
